Membership Information

The NAELPA serves as the voice of ELs, representing SEAs and LEAs across the United States. We are small enough to hear individual voices, yet powerful enough to be heard as a whole. The organization provides its members with direct contact to the change agents in each state and at the Federal level. With two-way communication between the council and the decision makers, our voice can be heard. Join today and be part of the voice!

  •  ANYONE with an interest in working with and supporting English Learners is welcome to join!
  •  Annual membership dues extends for a period of twelve months beginning January 1 and ending on December 31 of each membership year. 
  • Registration for the NAELPA Annual Conference includes membership in NAELPA for the remainder of the current membership year (if the person registering isn't currently a member). For more details about the Annual National Conference, please visit the National Conference page.

Important Membership Update for 2020-2021 Members

NAELPA is in the process of updating its By-Laws in order to change the membership year to align with the calendar year. The current membership year extends from July 1st until June 30th the next year. The NAELPA Executive Board members also follow this timeframe with Executive Board members' three year terms beginning on July 1st and ending on June 30th three years later. While the Executive Board's timeframe won't change, the membership year will be moved to align with the calendar year. Current memberships will now expire on December 31, 2021.  Not a Member - If you are interested in membership, click on the "Become a NAELPA Member or Renew Your Membership" orange button above. At this time, new memberships will be credited for the 2022 membership year and will include the membership for the remainder of 2021. Existing members will need to renew their membership for the 2022 membership year either via the membership registration or registration for the 2022 NAELPA Annual Conference.


The NAELPA Executive Board is planning this change so that educators who become NAELPA members in order to participate in our annual national conference, which is almost always within the first three months of the year, can enjoy their membership for a longer period of time before needing to renew membership for the next year.

Current Members - No need to renew your membership now. You will be notified in the Fall of 2021 to renew your membership before January 1, 2022.

As a member you can:
  • Voice your opinions via surveys
  • Learn about the work of the council and current events surrounding ELs via newsletters
  • Participate in informational webinars on topics such as ESSA, OCR/DOJ, Newcomers, Long Term ELs, etc.
  • Serve on a Committee (See the committee webpages {add a link to the main committee page})
  • Attend the annual meeting/conference
  • Build a network of peer support
Voting Members

Every member that works for a State Education Agency (SEA) or Local Education Agency (LEA) has a vote in the general assembly. 

Non-Voting Members

Non-voting members of the international education community administering programs to support ELs, members of other entities administering grants and/or programs that support the education of ELs, and others interested in or active in the support of ELs. Non-voting members may serve on committees and participate in all national webinars and meetings.

Membership Fees

Membership dues pays for membership for the period of the current membership year unless indicated otherwise. The membership year begins on January 1st and ends on December 31st. 

Both individual and institutional (transferable) memberships are available. The person that purchases an individual membership retains ownership of that membership even if they change positions. In the case of institutional memberships, which are purchased by an organization or education agency, those memberships reside with the position designated by the organization or agency. Thus, if an agency purchases a membership for their Title III Director, the person that fills that position holds the membership. If there is a change in personnel for that position, whoever is next appointed to that position will be the NAELPA member for that agency.

An individual membership is $50.00 annually.

An institutional (transferable) membership is $150 annually.
